When the first shipments of uranium arrived from Oak Ridge, Frisch suggested a plan. He would assemble a block of metal hydride, similar to a bomb, but would leave a hole in the center. He would then place another piece of uranium on a track and drop it through the hole. For an instant, the two pieces would create the conditions necessary for an explosion. For several weeks, Frisch's Critical Assembly Group was one of the few teams to work with nuclear materials on a day-to-day basis.

After the site had been selected, Oppenheimer began recruiting his team of scientists in earnest. Several, however, balked at the prospect of coming to an Army camp where military discipline, rather than a scientific giveand-take, would reign supreme. The initial plan was to draft all the scientists in the Army, but LL Rabi persuaded Oppenheimer to maintain Los Alamos as a civilian outpost.
