This perimeter extended from Timor to Western New Guinea to Truk to the Marianas. As part of this Defence Sphere, the Japanese army would be deployed in numbers to build up, fortify and strengthen all key islands in the Caroline and the Marshall Islands. Approximately 40 battalions of 2,000 men each were reorganised from various units in Japan, Manchuria and the Philippines into South Sea Detachments, and amphibious brigades were moved into the islands. Each island garrison was tasked to resist the Allies independently until reinforcements arrived – making it possible to free up most of the Combined Fleet for the ‘Decisive Battle’ advocated by Admiral Koga, the commander-inchief of the Imperial Japanese Navy.

The battleships Nagato and Fusō and escort destroyers left Truk westbound for Palau on 1 February 1944, and the super-battleship Yamato, along with other battleships, cruisers and destroyers, left on 3 February 1944. Admiral Koga remained at Truk aboard his flagship, the battleship Musashi. 41 CHAPTER FOUR Truk Lagoon OPERATION HAILSTONE, 17/18 FEBRUARY 1944 Truk was Japan’s forward naval and air base, lying just over 1,000 nautical miles east of Palau. During the early part of World War II, although aware of Truk’s strategic location, the Allies knew very little about it and its importance to Japan.

Truk supplied the former German colony of Rabaul on Papua New Guinea, some 700 nautical miles south of Truk, which had been mandated to Australia after World War I but successfully invaded by Japan in 1942. Rabaul had become the main base for Japanese military and naval activity in the South Pacific. From Rabaul, Japanese troop reinforcements had been sent to reinforce the Guadalcanal garrison holding out against the American attempts to take the island. During the 1920s and 1930s the US Joint Army and Navy Board developed a number of colour-coded strategic war plans to meet perceived hypothetical war scenarios.
