As part of this Defence Sphere, the Japanese army would be deployed in numbers to build up, fortify and strengthen all key islands in the Caroline and the Marshall Islands. Approximately 40 battalions of 2,000 men each were reorganised from various units in Japan, Manchuria and the Philippines into South Sea Detachments, and amphibious brigades were moved into the islands. Each island garrison was tasked to resist the Allies independently until reinforcements arrived – making it possible to free up most of the Combined Fleet for the ‘Decisive Battle’ advocated by Admiral Koga, the commander-inchief of the Imperial Japanese Navy.
The battleships Nagato and Fusō and escort destroyers left Truk westbound for Palau on 1 February 1944, and the super-battleship Yamato, along with other battleships, cruisers and destroyers, left on 3 February 1944.
